General information

The Central Europe region is characterised by a highly uneven pace of energy transition, resulting from disparities in economic development, access to technologies, and the distribution of financial flows. Buildings – both public and private – account for approximately 43% of final energy consumption in the European Union and have been identified in the European Green Deal as one of the key drivers of the energy transition.

Despite this, Central European countries, including Poland, face low building renovation rates, limited internal capacities of building stock managers, and difficulties in collecting and analysing data on building energy performance. At the same time, in order to achieve the EU’s new climate and energy targets, investments in energy efficiency must at least double, and actions must accelerate significantly well before 2030.

In response to these challenges, the MESTRI-CE Advisory Hub was established, operating as a Smart Data Hub. It supports municipalities, public institutions and project developers in applying technical and financial tools, as well as data-driven methodologies developed within the MESTRI-CE project, to energy renovation of buildings and low-carbon investments.

Objective of the MESTRI-CE Advisory Hub

The objective of the MESTRI-CE Advisory Hub is to support project developers, public decision-makers and financial institutions in implementing and applying the technical and financial tools and methodologies developed within the MESTRI-CE project.

The Hub serves as a single access point for advisory support, enabling:

Improvement of the quality and scale of energy renovation projects
Use of data-driven approaches in decision-making processes
Reduction of capacity and information barriers related to the assessment of building energy performance
Better preparation of projects for accessing financing

Role of the Mazovia Energy Agency

The Mazovia Energy Agency (MAE) acts as the coordinator of the Polish Advisory Hub within the MESTRI-CE project.

The main responsibilities of MAE include:

  • coordination of stakeholder cooperation at regional and local level,
  • provision of first-line technical and methodological support,
  • coordination and support of pilot activities implemented within the project,
  • ensuring consistency of the Hub’s activities with regional and national decarbonisation objectives.

Network of  cooperating institutions

The MESTRI-CE Advisory Hub – Poland operates as a regional advisory network coordinated by MAE, in cooperation with the Marshal’s Office of the Mazowieckie Voivodeship, which provides strategic oversight and ensures alignment with regional development strategies.

The network of cooperating institutions includes:

  • municipalities and other public entities,
  • regional energy advisors,
  • financial institutions (e.g. BGK, National Fund for Environmental Protection and Water Management),
  • academic and research partners.

Region and target groups

Region covered by the Hub: Mazowieckie Voivodeship – including both urban areas (e.g. Warsaw) and smaller municipalities.

Main target groups:

  • local and regional authorities,
  • owners and managers of public buildings,
  • project developers and investors,
  • energy and sustainability experts,
  • SMEs from the construction and energy services sectors,
  • financial institutions.

Scope of services of the Advisory Hub

The MESTRI-CE Advisory Hub – Poland provides integrated advisory services of a technical, financial and data-driven nature, including in particular:

  • individual advisory support for municipalities and public institutions,
  • support in applying MESTRI-CE methodologies in renovation projects,
  • assistance in identifying and combining national and EU funding sources,
  • workshops, trainings and capacity-building activities for stakeholders,
  • support for pilot projects implemented within the MESTRI-CE framework.

Smart Data and MESTRI-CE tools

The Advisory Hub provides access to Smart Data tools and methodologies developed within the MESTRI-CE project, including:

  • scenario-based planning approaches,
  • tools supporting investment decision-making,
  • methods for analysing the energy efficiency of buildings,
  • materials, guidelines and knowledge products prepared by project partners.

The Smart Data Hub is an advanced analytical platform supporting investment decision-making in the field of building renovation and construction, taking into account technical, economic and environmental conditions. It enables comprehensive analysis of investment options and supports long-term planning of renovation and develoment activities.

Financial and Economic Assessment Tool for Renovation and Construction Projects

The Financial Assessment Tool is a digital toolkit designed to evaluate the economic and financial viability of renovation and construction projects. It enables the analysis of different investment scenarios, comparison of financing sources, and supports investment decision-making while taking ESG criteria into account.

Organisation of the Advisory Hub

The Advisory Hub operates in a hybrid model, combining:

  • a virtual information platform,
  • direct advisory support delivered by the MAE team and cooperating experts.

Coordination of activities and reporting are carried out in cooperation with the Marshal’s Office of the Mazowieckie Voivodeship.
